Mr. Harding was born and raised in Bakersfield and graduated from Bakersfield High School in 1966. He began and ended his undergraduate education at the University of California at Santa Barbara, earning a Bachelor of Arts Degree in history in 1970. After “sitting out” for a year to get married and save some money, Mr. Harding and his new wife moved to San Francisco where he enrolled at Hastings College of the Law. Upon completing his three years at Hastings in 1974, they moved to Bakersfield where he began his legal career with the predecessor firm to Clifford & Brown. His practice area is civil litigation, emphasizing general insurance defense, professional liability, insurance coverage and business litigation. Mr. Harding became a partner of the firm in 1978.

Mr. Harding has served as a member of the Board of Directors of the Kern County Bar Association and the Southern California Association of Defense Counsel. He remains an active member of the Association of Defense Counsel (Northern), and is also a member of the American Board of Trial Advocates (ABOTA). He has served for many years as a member of the Kern County Judicial Arbitration Panel, and from time to time has acted as a private mediator. He belongs to the Defense Research Institute and the Kern County Bar Association. In the community, Mr. Harding has served on the boards of Kern County Youth for Christ, the Crisis Pregnancy Center and the Salvation Army Adult Rehabilitation Center. He and his wife are the parents of four adult children, and grandparents of five little girls.
